Update - 1 Burlington Lane

You are probably aware that on 7 August the Hounslow Council Planning Committee Councillors voted to approve the proposal for a tall building at 1 Burlington Lane on Hogarth Roundabout. Councillor John Todd was the only person who voted against.

This means that Hounslow Council's Planning Department will send all the paperwork and supporting documents on to the Greater London Authority where on receipt it will progress from its current Stage 1 Status to Stage 2 under the Greater London Authority's tall buildings planning applications process. 

Once the application enters Stage 2 the Mayor has 14 days to make a decision- to allow the local planning authority decision to stand to direct its refusal or to take over the application, thus becoming the local planning authority (call in)

The Mayor's London Plan must be taken into account in all planning decisions.

 It emphasises Sustainable Development-

Matching the growth in population and jobs with growth in the number and type of homes London needs

Recognising that rents and house prices have priced many Londoners out of the market

That a focus on large multinational businesses in the centre of London has not been matched by economic growth in other areas.

OCPS' Position

We will urge the Mayor to refuse on the basis that-

The Council's report to the Planning Committee omitted significant information, most importantly London Borough of Richmond's objection about the destruction of its iconic view of St Nicholas Church across the river.

The significant harms to the Conservation Areas, especially views into and from within Old Chiswick, as voiced by Historic England amongst many others, are in no way out-weighed by the public benefits.

 The Hounslow Borough Character Area Appraisal, (reproduced as an attachment below) which specifically warns of the fragility of the site and risks when developing the former McCormack building, has been ignored

 Use of the site for high rise housing is inappropriate, resulting in a brutal compromise which will have effects lasting generations
