'This Government Consultation, which closes on September 1, proposes amendments to the framework of the Airports National Policy Statement (ANPS) that, most relevant to the Old Chiswick Conservation Area, consists of the creation of the Heathrow Expansion National Policy Statement (HENPS) . It invites comments from all members of the public, and consists of 12 questions, most of which we endeavoured to answer.
The draft HENPS contains amendments and defines the scope of the proposed Heathrow Expansion scheme.
It sets out the proposed planning framework against which any future application for Development Consent (the next planning stage) would be considered, and seeks to incorporate the latest developments in aviation demand, economic and social circumstances, environmental policy, climate obligations, legislation and the evidence base for airport expansion.

This draft HENPS applies to applications for Development Consent specifically at Heathrow airport that cover any of the following criteria:
delivery of an operational third (northwest) runway, having a length up to 3,500m (allowing its use by the largest commercial aircraft) and forming part of a scheme which, on completion, is capable of enabling at least 260,000 additional air transport movements (ATMs) per annum
any new terminal infrastructure or the reconfiguration of terminal facilities associated with the Northwest Runway at Heathrow Airport
any associated infrastructure, surface access facilities and changes to the strategic road network, (as well as road and rail links to Heathrow Airport)]
